Under the terms of Kol Shofars use permit for the 215 Blackfield site, parking and traffic will be closely monitored, and so it is important for members and visitors alike to read and understand Kol Shofars parking and traffic plans. The underlying premise of the plan is that in exchange for providing enough on-site parking for Kol Shofars usual activities (which was set at 156 spaces including handicapped spaces), cars coming to Kol Shofar will park exclusively in the lot, and that on those occasions when anticipated attendance exceeds 400 people, parking will occur at off-site lots and not on public streets in the neighborhood. Here are some of the new things you will see: On-site lighting in the lots: Parking lot lighting will be on timers and turned off no later than 10:00 PM on weekdays (or 10:30 PM when occasions demand) except for High Holy Days, Selichot, Shauvot, the second night of Passover, or other religious observances, at which times the parking lot lighting will remain on until no later than thirty (30) minutes after event ending time.
Lighted directional sign: A lighted directional sign will be placed at the corner of Blackfield Drive and Via Los Altos to direct vehicles to the parking lot entrance on Via Los Altos and to discourage use of Reedland Woods Way by inbound traffic. Red No Parking curbs: There are new No Parking zones (painted red curbs) at the following locations:
- Along both sides of Via Los Altos from Blackfield Drive to the curve below 32 Via Los Altos;
- Along the northwest side of Blackfield Drive from Via Los Altos to the property at 231 Blackfield Drive;
- Along the east side of Reedland Woods Way to the property line with 20 Reedland Woods Way;
- Along the west side of Reedland Woods Way to the CKS property line with 35 Reedland Woods Way.
No U-turn signs: There are new posted No U-turn signs along Blackfield Drive above the Via Los Altos intersection and on Via Los Altos. Drivers making illegal U-turns are subject to moving violations.
PARKING AND TRAFFIC MANAGEMENT In addition, Kol Shofar was required to devise a parking and traffic management plan along the following lines: Management Traffic and parking management measures have been imposed for events or combinations of events/activities with a cumulative attendance expected to exceed ninety percent (90%) of the on-site parking capacity. This includes the High Holy Days. These measures include the use of off-site parking at lots at nearby institutions such as the Bel Aire School and Westminster Church, and the use of shuttle buses to take congregants to and from the off-site parking lots. Specific information about off-site parking will be sent to all members about three to four weeks prior to the event. The town of Tiburon will monitor this plan by hiring independent observers to ensure that the provisions of the plan are being carried out. Education In order to comply with the provisions of the use permit, Kol Shofar will:
(a) Discourage any parking in the surrounding neighborhoods when there are available spaces in the on-site parking lot, and advise event attendees to avoid parking on surrounding neighborhood streets.
(b) Mail or e-mail written reminders once per month to all congregants that they should park in on-site parking lots or at pre-approved and identified off-site parking lots associated with the shuttle program.
(c) Provide diagrams showing parking locations and circulation patterns, including entrances and exits from on-site and any assigned off-site parking lots.
(d) Conduct an ongoing educational program for its members and for attendees of events concerning traffic and parking. Reedland Woods Way is not to be used by inbound traffic and U-turns and turn-arounds using residential driveways are not to be made in the surrounding streets.
(e) Maintain an up-to-date database of its members to facilitate and encourage carpooling. The carpool database shall be updated annually. The information from this database shall be used to provide information to its members about potential carpool partners and will be targeted to members for whom carpooling may be a viable means of reaching the property.
(f) Maintain a website available to the neighborhood, the congregation, and the Town to provide regular information on events, activities, parking and traffic. The website will provide an e-mail address for written comment from interested persons.

Also, please remember that No U-turn signs have been posted in the
neighborhood and that violators will be ticketed; also, do not use
neighborhood driveways for turnarounds.
There are new restrictive red curbs in the immediate area around Kol Shofar, including both sides of Via Los Altos and much of Blackfield Drive. Parking along Reedland Woods Way is prohibited unless you live on that street, and parking in the Bel Aire neighborhood is strongly discouraged. Please try to carpool.
